There are international charters like Nara, Venice charter etc for conservation of historic buildings, which are obviously applicable every where. If you are looking for conservation of historic gardens than have a look on Florence Charter. These charters basically give the overall notion of conserving historic sites however little interventions could be possible according to the local context.I further suggest you to look at ICOMOS website, you would have a better understanding of what I am saying.
