the Development Plan REGULATIONS FOR SUCH AREAS are..same as those for new developing ones..no ..efforts are put on .. for such areas which is prone for redevlopment..

Shilpa, not too sure what "downtown" means because it is an americanism, but probably means `non-residential urban areas` both in the sense of commercial and industrial areas.

hi frank,
downtown means the old core area of city..
and in indian context..i want to put forth..development plan as well as regulation being an urban designer..and in present scenario no thought is put up for these areas..

Shilpa, Americanisms are weird, I would have said that `the old core of a city` would have been "uptown", given that in the usual hierachical non-geographical sense, "People go up to the city" and not "down to the city".

Anyway, leaving strange Americanisms aside, the modern buzzword for redevelopment of the city is "Urban Regeneration". :)

DOWNTOWN...meaning..Buisness district..which have come up in later period...and CORE AREA..means..the city has evolved from that node...so..
i want to work out my thesis on this area..as an Urban Designer..nd formulate guidelines for the same..

Shilpa, Yes, `urban renewal` is the same as `urban regeneration` just depends what you want to call urban development. Although the trendy and the politically correct prefer to use positive sounding words and as `urban development` sounds boring, then `urban renewal` and `urban regeneration` are the preferred choice of positive spin-doctor phrases. :)

The problem with cities is that the buildings which were once new and expensive slowly wear out and as they wear out, the buildings becomes less attractive to upmarket tenants, so this is a downward spiral, because the less rent obtained means less is paid by the landlord to maintain the property and finally the buildings are left empty and are vandalised or burnt down. In other words, this gradual decay produces a slum area within the city, as opposed to the slum areas known as shanty-towns that are built around the edges of cities.

Therefore, areas of decayed properties are very cheap to buy, so then developers buy these properties, build new buildings and charge high rents.

However, developers are usually only interested in making money rather than reviving a rundown urban area and so will `cherry-pick` the prime sites on main streets and junctions. Whereas, the idea of urban regeneration is that developers and city authorities work together to renovate properties and maybe reconfigure areas with a view to recreating local urban communities.
