The original building was constructed on a sloping hill with vaulted basement to achieve a level platform to erect the ground and first floors. The purpose of renovation was to establish one central building to house the CDR overlooking the area which will be the center of the Council's activities for coming years. New services such as central air conditioning, phone, computer network, lighting and power generation were introduced.
